The bill was filed by Sen. Bill Dotzler (D-Waterloo) and received bipartisan support in the Iowa Senate, passing 38–12 after receiving unanimous support in a Transportation Committee vote. The bill was assigned to a transportation subcommittee in the Iowa House. A hearing on the bill was not called by the subcommittee.

The bill addresses passing bicycles making it the same as passing other vehicles on the roadway. Cars must wait until it is safe to pass and then move to an adjacent travel lane or opposite side of the roadway before passing.

“The bicycle is not defined as a vehicle, but has all of the rights and duties of a vehicle,” says Mark Wyatt, executive director of the Iowa Bicycle Coalition.

There were three lobbying entities declared against the bill — two insurance groups and the Iowa Bicycle Coalition. Neither bill survived the funnel — a self imposed deadline the legislature uses to remove bills from the legislative process if they don’t have the support of at least a subcommittee and committee.
