Change Lanes to Pass Bikes Bill Dies in Iowa House
Senate File 2224 failed to pass the Iowa House subcommittee before the March 11 funnel date. The Iowa Legislature sets two dates and…require bills to be passed by committees in either chamber prior to the date to remain eligible for debate. ¶ The bill was filed by Sen. Bill Dotzler (D-Waterloo) and received bipartisan support in the Iowa Senate, passing 38–12 after receiving unanimous support in a Transportation Committee vote. The Iowa Senate passed a bill that would require motorists to change lanes to pass bicycles. The bill now heads to the Iowa House for…consideration. ¶ The bill addresses passing bicycles making it the same as passing other vehicles on the roadway. Cars must wait until it is safe to pass and then move to an adjacent travel lane or opposite side of the roadway before passing. ¶ “The bicycle is not defined as a vehicle, but has all of the rights and duties of a vehicle,” says Mark Wyatt, executive director of the Iowa Bicycle Coalition.Iowa Bicycle CoalitionFeb 24
Bills to Raise Speed Limits Fail In Iowa Legislature
Two bills were filed early this legislative session that showed some worry for bicyclists. Both bills would raise speed limits on all…primary and secondary roadways outside of urban areas across Iowa. One of the bills raised the upper speed limits to 60 mph and the other raised speed limits to 65 mph. ¶ There were three lobbying entities declared against the bill — two insurance groups and the Iowa Bicycle Coalition. Neither bill survived the funnel — a self imposed deadline the legislature uses to remove bills from the legislative process if they don’t have the support of at least a subcommittee and committee.Iowa Bicycle CoalitionFeb 22

A bill under consideration in the Iowa Senate would require motor vehicles to pass bicycles in an adjacent travel lane, passed a Senate…Transportation Committee on Tuesday. The bill is now eligible for debate in the Iowa Senate. ¶ The bill addresses passing bicycles making it the same as passing other vehicles on the roadway.
